As stated by the strategic lines of the Regional Health Plan is important and necessary the realization of a satisfactory system to combat the abandonment of dogs and thus prevent stray dogs.

 

OBJECTIVES

- Reduction of the costs of public facilities for the maintenance of the sinanthropus animals;

- Prevention of health and social risks;

- Dissemination of knowledge of the phenomenon;

- Deepen the relationship between the public (government) and private (animal welfare groups) for the management of animal shelters.

 

ACTIVITIES

- Monitoring of public and private structures conventioned that welcome sinanthropus animals and monitoring of their expenses;

- increased involvement of veterinarians in the process of identification of animals in cooperation with the health authorities in the region;

- communications campaign.

 

PURPOSE

- Carry out an information campaign / communication involving citizens and employees in the sector to raise awareness of the fight against stray dogs in order to prevent health risks and reduce the costs of keeping animals sinanthropus by local authorities.

Stray Animals 2012/2013

The Umbria Region has launched a campaign from the 2008 Regional Communication on the issue of organ donation entitled "A Gift for Life" sponsored by the Directorate of Health and Social Services Region of Umbria along with ANCI (National Association of Italian Municipalities) and the Umbria Regional Center transplantations.

 

The campaign, as well as a capillary information, contemplated with the release of the Donor Card by Registry Offices together with the ID card.

This Communication Campaign is an element to facilitate the testing procedure  in Umbria of the project "The Organ Donation as the identifying feature."

 

The Umbrian experience has been proposed to the program of the National Center for the Prevention and Control of Diseases (CCM) funded by the Ministry of Health and approved in 2010.

It is important to emphasize that the procedural model developed in the municipalities of Umbria, once validated, will be made available and can be used in all Italian municipalities.

 

The goal of the project is to implement the law n. 91, April 1, 1999 "Provisions relating to samples and transplants of organs and tissues" which includes the computerization of the will of the citizens within the transplant Information System, to pursue art. 8-bis of Decree-Law of 30 December 2009, n. 194, which states: "The identity card may also contain the applicant's consent or refusal of the person to whom it refers to donate their organs in the event of death."

 

Only through the affixing of one's will on the identity card and the recording of this in GIS (transplant's Information System ) will be possible to grant access to in H24 to Regional transplant Coordination Centres and complete the process of implementation of Law no. 91 of 1999.

 

Within the project, Federsanità ANCI Umbria was responsible for the involvement and training of the staff of the Registry Offices, creating a Training Program for this purpose.

The Registry Offices' staff formation has been one of the crucial phases of the project.

The information and training on transplantation plays an important role because it is to involve people who are in close to the public and, because of the delicacy of the subject, should be put in a position to provide clear explanations and effective citizens.

 

Implementation of Decree "Milleproroghe (Law n.25/2010)" to extend the declaration of intention on organ donation in the registry offices of the municipalities of Umbria. "

 

The excellent results achieved in the towns of Perugia and Terni (WHERE THE EXPERIMENT has begun in UMBRIA), for the declaration of intent on the donation of organs, which is taking place for over a year at the time of renewal of identity cards, drives the Umbria Region with Federsanità ANCI Umbria Umbria and ANCI to extend the operating model to all other towns in Umbria.

 

The specific objectives of the project are briefly summarized as follows:

a) make people aware on the issue of organ donation, providing useful information to the decision;

b) implement and verify the standard procedure for the acquisition and computerization of declarations of will of a citizen;

c) develop a training package for the Umbrian municipalities' staff on the same procedure;
